He said he’s actively avoiding hiring because it is the most expensive and the most unpredictable expense he has, and therefore, the worst way to get his work done. He needs predictability.

I once read “The Obsolete Employee” and I am now certain that this will become a future trend, hiring out work that needs to be done and it’s gonna get brutal out there.

I've read elsewhere that in Europe most hiring is temporary or contract, which is why the world's largest temp agency, Ranstad, is based there.
Employment agencies are probably a good investment.
