If paid in a lump sum most people would have incentive to find work immediately.

So, you would pay out 26 weeks worth of benefits in the first week of unemployment? Or 99 weeks in the first week?

A better solution is to pay out a decreasing amount each week. Start at the normal amount and decrease the benefit by $10 to 20 a week. That would inspire a job search.

Very true. I know many people that just coast along until it looks like the money will stop coming. Only when faced with no income do they get on the ball to find work. And so many people turn down jobs when they are on unemployment because sitting in moms basement is a whole lot easier.

Start at full benefit amount and reduce it each week until it just disappears.
