This sounds like the stuff that the East Berliners used to burn for heat.

The East Berliners would get the brown coal delivered out front of their apt buildings. Piles of the stuff would be up and down the city blocks.

When going to East Berlin for the day, one's sinuses would fill up with a brownish-black gunk that seemed to take forever to expel when returning back home to West Berlin. Happened all the time.
