HIPPA is supposed to protect patient privacy.
Who is it more important to protect that privacy from? Would it be a single individual, or would it be the federal government?

In a society with major pressure on it already, the federal government does it’s damnedest to add more all the time.
Send Congress home for ten months per year. I’ll wager you better than even money, that there would be less mass murders.
I can see from practice that it is MOST effective to protect privacy from a parent, or a child taking care of an elderly parent. From the Feral Gov? Well, not so much.
