Come tax time, those individuals can face an unexpected bill from the IRS for the repayment of the subsidy.

What happens if they don't pay the "unexpected bill"? I know there's a fine for NOT having coverage that will be deducted from any refund due but what if the refund is less than the subsidy pay back? Oh, that's right, it had to be PASSED before we can see what's in it.
