"What part of Article 1, Section 8 sets up the Federal Reserve? /johnny"

What part of Article 1, Section 8 set up all the other Federal Laws? The Constitution gives Congress the power to pass law, as well as the power to coin money. Deal with it.

Title 12 US Code Chapter 3 - Federal Reserve System

Congress passes plenty of unconstitutional laws. Like Obamacare.

A conservative would want congress restrained to it's constitutional limits.

Congress the power to pass law

I suggest you expand on that a bit. Congress has the power to pass laws it is empowered to pass.

Article. I.

Section. 1. All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

The Congress is empowered to enact legislation only within the enumerated powers.

Congress has no other constitutional powers.
