Would LEDs have a chance in the free market if it weren’t for the artificial pressures of this law?

With the better companies (Cree for example) LED bulb replacements have reached parity with 40 and 60 watt incandescents in both output and light quality. They continue to improve in both categories and the price is decreasing. If your electricity is more than $0.1 per KWH the ROI is in the 200 hr neighborhood.
