If the city government officials encourage the knockout game then they should be sued using the doctrine of vicarious liability.

$PLC has made millions suing white supremacists (don't know how much money they collected.) The ones guilty of the violent crimes were not members of the supremacist group but were influenced to violence by the supremacist hate speech.
