No, it's supposed to work. Maybe now that mission has changed, but before then, it was supposed to.
If it didn't -- and it didn't -- Obama looks like an ass and loses both credibility and power.
The prices are already out in the public realm. I, personally, possess a document that has a comprehensive list of plans, prices, and levels based on county.
