Today the Ministry of Truth announced that "we have met our goal".
Of course the definition of "goal" is, shall we say" flexible.
It is like a football team defining meeting it's goal as walking on to the field then predicating what the score will be. One may get on the website but there is no score until people buy and pay for insurance. Never the less, let's count the number of Lookie Lous on the web site as points on the board.

This reminds me of Maoist China during the Great Cultural Revolution. IN order for a province to meet their “goals” of showing vast increases in ag production, all grain would have to be shipped to a central point where there was inadequate means of transporting it and no means of storing it. Consequently, the grain rotted and was wasted and the provincials starved to death with nothing to eat. BUT, the local Reds met the goals that Mao had set for them and Mao could boast that China was self-sufficient in grain, just that millions could not EAT any of it.
