“Any profession governed by licensure can be controlled.”
States control licensure. Texas would not take the expanded Medicaid from Hussein so I can’t see our state licensed doctors being spanked because they won’t take Medicaid patients. They also don’t have to take Medicare patients because that happened to me.
Texas passed tort reform several years ago. Limits are set on how much money you can be awarded and if you lose the case, you have to pay for the whole trial yourself.
Obama will just have to dictate that doctors can’t turn down Medicaid patients. It’s a stroke of the pen, law of the land sort of deal. The same will go for all hospitals. The Democrat fascists can always legislate additional healthcare taxes to for the treatment of Medicaid recipients, or maybe they could start something like a food stamp program for doctors, along with prizes and bonuses for the meeting quotas.

How will John Roberts judge this to be constitutional?
African-Americans will now enslave white professionals to serve against their will as doctors.
The hospital becomes the new plantation.

You’ve just described the British National Health Service.
“it’s very possible medical malpractice premiums will skyrocket and doctors will not be able to afford to either pay the premium or do without it.”
A lot of doctors “go bare” in states such as Florida. They put their assets in overseas trusts or cash/physical gold. Their houses are owed by their spouses. They also have notices in their office indicating that they carry only the minimally required malpractice. No deep pockets to pick, so the lawyers move on.
Maybe ObamaCare phase II will limit the liability of doctors who accept Medicaid? Thereby lowering their premiums. Like a doctors welfare program.
Maybe they think the "navigators" can sub for real doctors - make it a true one-stop-shopping experience.
