Yeah, the timing was supposed to obfuscate the DeathCare disaster, and it was certainly ill-conceived, since Kerry had anything to do with it...
But regarding its fate; where would the $9B come from (House appropriations?) and is it a "treaty" the the Senate would have to ratify?
It can be argued that the entire proposal is but smoke and mirrors.
That means there is no real money, just words.
