That is pretty much the entire city of San Antonio. Last I heard about 1/3 of the drivers in SA are not insured.
So says the poster who lives in an area who's only claim to fame is a bad sitcom from the 80's. Y'know everyone north of Austin is a yankee.......... ;)

I'd say closer to 1/4, and most are on the south side.
When I lived there, which had been three times in the last 20 years, that was known as one of the no-go zones.
