Philly has a booming tourist trade, and the mayor does not want the public to think they are in danger by visiting the city. Now that the media has picked up the story, they had to do something.

Meanwhile they never bothered to prosecute all of the corrupt city public figures who covered up the illegal abortuary and crimes therein.
