Had an affair with a Nazi spy in Washington DC

Sent to war in the Pacific.

Abysmal sailor, turned off his engines
in enemy waters.

Allowed his ship to be destroyed by an enemy cruiser.

Should have been court-martialed

Other than the first item listed
he was a run of the mill Kennedy.

He sort of was. In those days, cutting taxes without cutting spending was considered Keynesian.
