He was uncharacteristically subdued at last week’s presser after the Dems forced him to take some responsibility for the ongoing Obamacare debacle. He was clearly stunned and didn’t know how to handle the situation. You could tell he was looking to blame someone, anyone, to get out from under the pressure. Unquestionably the low point of his presidency.
I’ve long thought that he’s going to have a meltdown in public before its all over. He is a thin skinned narcissist and people like that don’t deal with setbacks very well. It would be a fitting end to his fraudulent political career.

I think you’re correct. If he resigned for health reasons, he could blame the mean conservatives and get sympathy from his clueless minions.
