If Russia wants a competitive commercial GPS, then launch and maintain those orbiting birds....
they already have one and you can get civilian receivers for it. Better than gps for some applications and definitely useful if civilian gps is “suspended for our safety”. I’d imagine the land based stations are meant to improve accuracy.
