As with any other fiscal 'crisis', the solution will be to force taxpayers to pay for the resolution. Taxpayers currently over the Obamacare tax credit limit will get a tax credit equivalent to those under the limit, phased down as income rises, for one year, or for a two or three year phase-out. The cost will be $150 to $200 billion. That's my rough prediction.
