Wow....so Congress managed to do something....by not doing nothing...
Bravo...hopefully the trend continues....
Everytime you add something to the Fed Gov....you take it away from a state. No state should have to give it away. It should be a matter of a gift by State Legislation and acceptance by the Feds. Also, I think it should require a state referendum.
