In recent months Washington has been rocked by scandals such the IRS's manipulation of tax exempt status for political groups opposing the Democratic Party. This is just the most recent example of how federal public sector unions have been clandestinely involved in public policy. Looking back, it can be seen that the involvement of Federal public unions in the American political system began in January, 1962 when President Kennedy established collective bargaining powers for Federal workers, by Executive Order 10988.

How public sector unions obtained this power is a little-discussed phenomenon, since the media are largely supportive of this seizure of power and administrative control of public policy.

If established by Executive Order, could not a subsequent President simply revoke or rescind by a new Executive Order? Why hasn't any Republican President since 1968 done this?

Excellent point! My guess is that the dims and pubs are joined at the hip (or somewhere). On MANY issues, not all, the dims and pubs have a common goal.
It can all be summed up in a word and that word is “corruption”. Hard to imagine for some of us that we were ever proud of our government.
I’ve known many government “workers”. With few exceptions, they insult the commonly accepted understanding of the word “work”. What a bunch of compromised, self-focused misfits.
The public sector unions and the Democrat Party are one in the same. You can say what you want for the old spoils system, but it worked better than the permanent leftwing bureaucracy we have now. It is why when we do win, it means nothing. With a spoils system, the permanent government can be populated with our folks to implement our policies during the intervals we hold the reigns of government both federally and locally.
The parties to the contract on the government side make promises (that future tax rates will allow the contract sums to be paid) that are not in their power to make.
