Incoherent, just like the economic policies, foreign policy,...being forced into a 'better' policy? Who, that is paying for it, has even been offered a better policy value?

a 'better' policy The mandate "Guaranteed Issue" does not make it a better policy. It makes it an awful policy.
It shouldn't even be called "insurance" at that point.
