Try applying for liability insurance. You get the high-risk, or no insurance at all, if you hire felons.
Try having a business that deals with any kind of security clearance or background check for owners and employees - felons are simply NOT ALLOWED (and for damned good reasons). So the DoD or the ATF tell you not to hire felons, and the DoL and Do(In)J come down on you like a ton of bricks.
