you forgot the 20%+ that are die hard commies
that equals a floor of 35% or so.
That's kinda my thought. About 15% of US voters are racists and they'll approve of Obams even if he has the White House basement chock full of dead girls and live boys. Another 20% are hard-core libs.
So this is the equivalent of a Bush approval rating of about +5%.
