I think you have misinformation. When power goes off, cell phones don’t work, period. After every hurricane when power goes out, cell phones don’t work - been through that over and over. My older plug in the wall phones did work.

Now, it appears you are talking about an EMP blast. A study by scientists for the government tested what an EMP blast would do. Anything not plugged in to power had no damage. Devices plugged in were damaged.

They also tested cars and trucks and ambulances. A few cars/trucks turned off but started again just fine and most did not turn off. With an ambulance, the only thing that happened was a computer for medical data turned off but turned right back on with no damage.

An EMP event caused by a nuclear blast is regional unless it is over the central part of the US. In other words, if it is near the west coast, damage stops before it gets to the east coast. The damage field is more in the shape of an umbrella. If the EMP event is caused by a solar discharge, it goes in a straight line right into the power grid and takes it all out and anything plugged in is fried. If it isn’t plugged in, it is fine.

This was all in the scientists’ report and I posted this information on FR months ago. Most people have no idea how these various kinds of damage happen so they believe anything anyone says. That is why I researched it to find out what truly happens.

My brother currently works for a security company has the contracts to replace some of those batteries that are backing up most of those cell phone towers, and most of the Security-Alarm Systems in banks and hotel Fire-Alarm Systems.

EMP "blasts'' can damage, often wipe-out, solar panels when they are in use at the time of the blast.
By being in use, they ARE powered up and supplying power to either a charger or appliances.
If the "blast" happens with them "powered up", then they'll be damaged or destroyed (Proven at Kwajalein Atoll).
