We will see. The 2014 elections will be the determining factor. If RATS & RINOS are thrown out, impeachment proceedings are likely. If a major change in the senate & congress does not come about, then I agree with your conclusion.
Yeah, it expired in 1999. It has never been replaced. At this point Congress cannot legally appoint a special prosecutor (they no longer use that term).

Congress can investigate until their hearts content, but only the Attorney General can appoint a special prosecutor. And there is even a specific law to guide him.
