My guess is, without reading the Order, that this is a thinly-veiled attempt to control ALL activity on land that is considered a watershed . . . which just happens to be ALL the land.
As such, this is an unconscionable and unprecedented power-grab that will be the last straw preventing a peaceful solution to governmental over-reach. . . it is intentionally provacative. If this stands, this EO will be used to invalidate private property rights. . . . IMHO
They have to speed up the Gramscian schedule for taking over the country, the sheep are stirring.
