You are correct. There is, however, no remedy I can think of (besides, perhaps, lawsuits by these aggrieved citizens) until such time as unrest and anarchy begins. It could begin with a Food Stamp Shutdown. A power-outage. Just about any significant event could be the spark. Authorities have filled the room with gasoline fumes, that much is clear. Presently, the spark shall come.
