They’re Constitutionally required to pass a budget every year, but they’re getting away with it, by passing those continuing resolutions jammed packed with pork. The Republicans finally got the Sequester passed and that’s what this fight is all about. Come January, 2014, it will be 5 years without a passing a budget.
