Steph is a 'rat operative hired and given his high profile gig @ ABC for precisely that reason. He goes all bitchy whenever he interviews a conservative or Republican ... then turns on the charm when interviewing Obama, or anyone in his administration, tossing them softball questions designed to let the interviewee hit them out of the ballpark. All questions pre-approved of course.
The classic example was Steph correcting Obama when he talked about his Moslem beliefs, with Steph stepping quickly in correcting 'O' by saying 'you mean Christian beliefs?'. 'O' of course corrected himself.
