Facts of life in the wonderful world of government:
Preferential treatment for minorities takes precedence over competitive bidding in federal contracting.
Costs and the likelihood of successful completion of the work are less important than meeting minority quota goals.
Maybe the case here, but the cronyism generally looks color-blind to me. There are certainly other areas where the genetic stereotypes seem to fit, but not sure about on this level.
