She's in charge of everything that has yet to be done with ObamaCare, and she's in charge of an entire governmental department.
It's like saying that Lincoln should not have replaced clerk/general Halleck for US Grant as General in Chief with the explanation that "the battles are already lost".
Did Lincoln do this? I think he just made Grant Lt-General of the America, a rank higher than Halleck, and equal to that of George Washington in 1799.
