Penalty? Would that be the government camp of your choice with or without fake showers?
What’s people complaining about ? those camps provide free room and board, free ( you check in, but don’t check out alive ) showers, and a special plastic ( dorm sized that fits 4 humans ) casket when they decide it’s your time to leave this green earth.... sarcasm tag.
