My boss would fire employees for saying, “I’m working on it.” He wanted to know what was being done and if there were problems, what action was being taken to rectify it.

Agreed. I have held "Executive" management positions (economy has me off my careers high water mark by a couple spots now). As a LEADER, I always stressed two important basic points, as ALL decent leaders do.
1) When you are highly confident that you have 90% of information pertinent to make a decision, do so. Otherwise, consult me.
2) Solving problems and fixing mistakes is a significant part of what we do and I expect decision makers to make them on occasion. There is no penalty for making decisions as long as they are informed, confident and timely decisions. But don't hide problems, YOUR CAREER DEPENDS ON IT!
If ever there was a larger instance of total incompetence and obvious fraud on display, I have never heard of it.
Obama wants plausible deniability. His whole administration is structured around keeping his fingerprints off of anything that might counteract
the Limbaugh Theroem.
The reasonable conclusion is that Obama knew and did not care.
