When is the media or talk shows going to start broadcasting the FACT that the only mechanism in the ACA Law for the IRS to collect the “Fine” is by deducting it from a “TAX REFUND”. If a taxpayer isn’t getting a refund from the IRS they have no other legal way of collecting it. “Smart” taxpayers set their witholding allowances or in the case of small businesses, their estimated tax payments in such a way that they don’t give the IRS money to hold without paying interest to be refunded the following year. This is so simple, it is incredible that it isn’t getting any publicity.

I don't think so. If I owe taxes, then no penalty either? I don't think so.
