Spying on Americans is easier. Their conversations are in English.

Most Americans avoid taking a foreign language unless they are forced to, and then usually pick Spanish. How many will the Obama regime find who can speak German well enough to understand phone conversations?

President Garfield spoke German fluently. Has any President since then spoken German? Certainly not Obama--all of Karl's works are available in English translation.
