I’ve also heard from the folks back home that some doctors will quit or retire rather than be forced to accept that insurance.

May well be.
Insurance is so complex these days the number of small doctor practices is plunging.
Most choose to be affiliated with a massive bureaucracy to deal with the massive govt bureaucracy.
