The more I've thought of this, and seen outraged reaction by friends (both Libs, Conservatives and Moderates), the more convinced I am that I'm right.
My wife, and her pretty large family, are from Louisville. With a couple exceptions, they're hard-core partisan Democrats. Not really ideological (actually more center-right), but they do the whole Irish-Catholic Democrat identity politics thing. A LOT of them will admit to having been Reagan voters (so typical Reagan Dems, I suppose).
They fear McConnell. Despise him certainly, but the key element is really fear. They consider him to be pure evil - the most ruthlessly savvy/astute politician the state has seen in their lifetime. They're all pretty upset that Alison Grimes was badgered into going up against him, since they thought she'd make a really good governor and believe that in the general election (to them Bevin is an afterthought) he's going to destroy her political career.
Anyways, point is that taking a what? $2 billion pork bribe on an issue of this emotion and intensity is a really stupid thing to do. An OBVIOUS $2 billion pork bribe, I'd add.
This money gains him nothing, but does stand to lose him a LOT of GOP primary voters. People can hate McConnell all they want, but they can't call the man "stupid."
