I heard that they halted the walk-arounds sometime after 2006, but it went on for way too long. This was probably some type of test run to see how ground security would react.

On 9/11, the box cutters were likely planted on the plane by somebody on the ground cleaning crew. After 9/11, there was an announcement that box cutters were found on two other planes that never took off.
