That is a TREMENDOUS quake. Buildings have fallen; people have died. What a terrible shame!
I don't suppose that the Philippine government and contractors are interested in BUILDING "earthquake proof" structures. They exist elsewhere; they could exist there.

The depth of the earthquake is 20 miles below the surface. I’m not sure if there would be huge levels of damage. If that earthquake was 10 miles below the surface, then the damage and casualty toll would be huge.
