Obamacare gives the IRS direct access to your bank account, it is only natural that they want your account number.

For what purpose? I wouldn’t permit anyone access to my accounts to withdraw money.
Only the SSA has my routing and account numbers, and that’s just to electronically deposit my monthly SS amount.
I pay all my bills by check and use cash for everything else.
I believe we can guess the purpose.
They intend to take money out of it.
