There was no SWAT team, that was a bit of hyperbole, but about a dozen cops showed up for crowd control, not quite riot police.
When people make up stuff it really destroys the credibility of the event.

This morning, Todd and I met with Senators Ted Cruz and Mike Lee, and they joined us and other Americans at the World War II Memorial and then at the Lincoln Memorial, where we were met by a SWAT team in full riot gear!

There most certainly was SWAT team there and they looked like scared little rabbits in that angry group. Almost felt sorry for them but not quite. "Just following orders" won't fly. I saw a video on FB of the SWAT team's arrival in their big black truck so yeah they were there.
