Healthcare Navigators Battling Dedicated Obstructionists—and Fox News
Non-Profit Quarterly ^ | October 9, 2013 | By Rick Cohen

The fate of the Affordable Care Act, notwithstanding obstructionism by the Republicans and the nine House Democrats, depends strongly on the success of efforts to get uninsured people to enroll for health insurance.

First and foremost in making this happen are the navigators.

There’s no reason to let the Obama administration off the hook for its own responsibility in making the work of the navigators tough, what with navigator grants that were announced only in August with training materials issued in September for the October 1st start-up of the exchanges, not to mention embarrassing computer glitches. Since the nonprofit sector plays a lead role in the navigators’ function, the treatment and support of the navigator groups is critically important for the nonprofit sector to watch, making sure that health insurance obstructionists don’t make nonprofit navigators into fall guys.

The importance of the navigators cannot be understated. Their success isn’t important just for the Affordable Care Act, but for the reputation and trustworthiness of nonprofits as government contractors. All of us have a duty to counter misinformation about the ACA navigators from the likes of Fox News and the House Energy and Commerce Committee.

A bunch of cry babies trying to blame others and make excuses for something that was never going to work.

This is the predictable shift of blame for failure. I expect to see much more of this.

The importance of the navigators cannot be understated.

Nor, apparently, can the intelligence of the author.

Wrong. If you want the uninsured to buy insurance you need to offer them a scaled down catastrophic insurance that is cheap, cheap, cheap. And it should be cheap when it is bought through a government navigator.

Would you expect anything different from an administration (hauntingly similar to FDR’s) that doesn’t have a single Dept., agency, or other top level manager with any experience or job history other than an incestuous university positions. They have never done anything, been responsible for anything, and have no capability to accomplish anything.

How many, out of the dismally low enrollment numbers to date, were paying customers and not Medicaid (no payment required) recipients?

As the nonprofits enter the health insurance industry, the NGOs and other nonprofits signed up as Navigators are being held to the same consumer protection laws, Health data privacy laws, and state level regulation of trade as the existing health insurance sales industry. That is to say, the NGOs are being held to the same standards as the existing ~600k health insurance agents/brokers in the country.

Most nonprofits in this country can not and will not be able to hold up to this level of scrutiny. It will take time to recruit existing health insurance industry professionals to management, then train the new Navigators.

Very doubtful there is a longterm sustainable strategy due to the abysmal pay scale, and soul crushing mountains of paperwork involved while performing face to face transactions.

Insurance companies have had trained, experienced “navigators” for years. They call them sale representatives or agents. The Obamau navigators are a bunch of clueless clowns, just like those in the House and Senate that voted for this monstrosity.

The Navigators are hard at work trying to tailor a plan for this poor uninsured fellow:

Meanwhile, crack programmers are hard at work in the wee hours fixing a few minor glitches at the exchange website:

“The importance of the navigators cannot be understated.”

Yet the appropriations for the Navigators was abysmally low, and it was the HHS that divvied out the monies to prepare the Navigator programs, not the Congress.
List of Navigator grants:
http://www.cms.gov/CCIIO/Programs-and-Initiatives/Health-Insurance-Marketplaces/Downloads/navigator-list-8-15-2013.pdf

New Jersey has less than 200 Navigators, for New Jersey’s working-age population of nearly 7 million eligible for ObamaCare.

The Navigator program was designed and implemented to guarantee failure. The nonprofits who signed up were the suckers at the poker table, all chomping at the bit to get in on that ObamaCare trough.

As a final note, the Navigator program is not a bad idea, it targets to facilitate subsidies to the most vulnerable people in society, to make sure the transition from the prior system to this quasi-Fascist health care delivery system doesn’t let the vulnerable fall through the cracks. The program was never designed for middle income Americans to use a Navigator to sign up.

Just for information....NON-PROFIT doesn’t mean the people in charge get chump change for salaries.

Many, if not most, non-profits pay their top people big, big money because they can reap public relations benefits from the title and get special tax handling from this most corrupt Administration of all time!

As one who has helped young and old navigate through the savage markets of formerly freemarket health insurance since before there was ever a Medicare, I prefer to call these creepy, untested, unlicensed and generally unqualified folks Nagivators, instead of Navigators.

Con men are impersonating them to gain personal info to steal identities right and left!!!

Government by liberal lawmakers just makes a mockery of commonsense and traditional American decency!!!

Since it is under review, I doubt it will see the light to day. Made me feel better though.
