It doesn’t mean they are passing a CR, it means they are talking about negotiating on the budget. OR one could say they might begin negotiations on funding, which is a CR instead of a budget, since they haven’t had a real budget for years.

But its talking about negotiating what is IN the budget, that doesn’t mean anything right now. People are talking like that means they are caving. It says not such thing.

Now, they MIGHT cave, but THIS article says nothing of the sort.

That's because "people", which should read informed conservatives, recognize the pattern of caving from multiple historical occurrences with the cowards in the House, especially Boehner an the rest of the so-called "GOP Leadership". They have a well-earned reputation of doing something symbolic, as if it means they are either fighting or conservative, and then caving to the Democrats or GOP-E.
