It’s worth remembering that the federal government didn’t implement the original Amber Alert, Governor George W. Bush did in Texas.
Then other states followed. Pretty soon, 50 states had set up their own Amber Alert systems and interfaces together.
Later, when Bush won the Presidency, the program was nationalized.
The above means some things, though.
For one thing, the states can fund the Amber Alert system again if the feds can’t.
For another, states can get things done nationally without the federal government.
That’s how CCW laws went national, after all, one state at a time.
