Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. You see..he intends to say the was an insurrection or rebellion. That is the only way he can use it. Then, they forget section 5.

Well, since arming the Moslem Brotherhood and Al-Qaeda is creating debt "in aid of insurrection or rebellion against the United States", we have no obligation to service that debt. Any borrowed funds expended in those activities are illegal and do not need to be repaid. If you are an arms merchant, supplying arms to the Islamic rebels in the middle east, using US funds, you're going to be up the creek without a paddle.
