Nah, that's a plastic Jersey barrier in the photo, not a front end loader bucket.

Plastic Jersey barriers can be filled with water to make them heavier, but they can also be drained, allowing easy removal...

Yikes, you could be right. I’ve never seen plastic JBs; just the concrete units. The 2 ridges on the back look like connect-pin points for a front-end loader/plow’s hydraulic arms, but I’m thinking you’re right. Heck then, drain it and move it!
