The problem is, there aren’t enough whites left in Baltimore either to prey on, or to arrest to balance the criminal docket in the name of racial justice. I was in downtown Baltimore about five years ago, and it was scary in broad daylight.

Similar to Chicago, Detroit, DC, etc. it would be best to start arresting the city administration first. Get the most arrests and indictments under RICO with one easy roundup.
