Why is Fox calling this a budget bill?

Because they are idiots. I've seen the term "budget" used several places.

This is not a budget. The US hasn't had a budget in many years. This is a Continuing Resolution, or CR, that is meant to fund the gvt for a short period of time. And every time the CR is getting ready to expire we go through this big mess of funding this and trying to defund that. Ridiculous!

The dysfunctional morons in DC need to get their act together and have a budget like the rest of us.
