OFA hires firms to manage these automated accounts. The ACORN (or whatever they call themselves now) affiliates do the same thing, hiring “Opinion Engineers” to manage the accounts for them. There were articles on FR last spring about how this was happening.
I read an article about it once...can’t really remember the process, but I think it is determined by computer analysis...an expert can figure out that many or most are either non-existent, coming from the same “source” or have been so inactive for so long as to be considered “not really there”....

They analyze them to see if there is any activity by the users. So, if they just signed up for Twitter, followed Obama, and never did anything else, then they are a “fake” follower.
