Yes, that was the allusion, all right. However, at the end of his soliloquy, the Chief said that “After we considered it for some time, we declared war on the United States.”
Unfortunately, I don't see that ending here.

I was looking to see if anyone got the “Josey Wales” reference. One of the few movies that (if I’m channel surfing), I’ll stop and watch no matter what.
